Source Water Protection

     SUMRSWPP Project Source Water Plan Status
 

The Source Water Protection Plans prepared by the St. Cloud, St. Paul, and Minneapolis water suppliers have each been approved by their respective governing bodies, and each of the Plans has been endorsed by the MN Department of Health on behalf of the State of Minnesota. Since the Plans are not required by any current Federal or State mandate, they are not regulatory documents. In the absence of formal requirements relating to the content of and process for preparing the plans, the MN Department of Health developed guidance for use by the suppliers in preparing the plans.  This guidance was based on the work of a Source Water Protection Plan Work Group convened by the Minnesota Department of Health.

In part 1 of the Plans, each supplier delineated its Source Water Protection Areas, consisting of a “Priority Area A” and “Priority Area B.”  Maps of these areas can be viewed here:  UMRSWPP Maps. The three Source Water Protection Areas were intentionally delineated such that when combined, they form a contiguous “Composite Source Water Area” consisting of approximately 7,700 square miles.

Part 2 of the plans contains a characterization of the potential contaminant threats that are present within the Source Water Protection Areas, including a prioritization of these threats. Additionally, Part 2 of the Plans also contains the management strategies and objectives that will guide plan implementation, as well as a description of how the plans will be implemented.

On the basis of guidance developed by the MN Department of Health, the Plans have term of ten years. Within this timeframe, each of the suppliers will conduct periodic reviews of progress towards plan implementation goals.
